I had the idea of using some fairly solid tube for a bigger character than I usually make. I have been watching a lady of Instagram who uses feathers with her sewn creations and as I had some feathers in the drawer, this character developed. I must admit many bureaucrats are not angels but some can ease your way through the chaos. This little fellow is one. Hope he can work for you.
